Tropical Cyclone Chido – Dec 2024

Affected countries: Comoros, Madagascar, Malawi, Mayotte (France), Mozambique Glide: TC-2024-000224-MOZ Tropical Cyclone Chido is expected to make landfall in Pemba in the early hours of Sunday, 15 December, with the intensity of an Intense Tropical Cyclone. A number of provinces in the norther part of the country are forecasted to be impacted, primarily Cabo Delgado and Nampula, but also Niassa, Tete and, to a lesser extent, Zambezia. Heavy rains (up to 200mm/24h) and strong winds (up to 120 km/h) are forecasted over the period 15-17 December; Chido has the same intensity of Tropical Cyclones Gombe (2022) and Freddy (2023). The WFP-managed Disaster Analysis and Mapping (ADAM) system indicates that 1.7 million people are exposed to the Tropical Cyclone Chido, including a million people in Cabo Delgado who could be impacted by winds of more than 120 km/h. The Government-led Technical Council for Disaster Management met in Maputo on 12 December and informed that al river basins are currently below the alert levels. However, several basins around the at-risk areas might reach alert levels. Pemba City is at risk of urban floods, specifically the following areas: Bairro Cariaco, Alto Chuiba, Eduardo Mondlane, Natite, Ingonane, Paquetequete, Carioca. There are concerns that due to cyclone Chido, the ongoing cholera outbreak in Nampula (283 cases and 21 deaths reported, as of 11 December) might deteriorate further. According to the National Institute for Natural Disasters (INGD), as of 24 December 2024, an estimated 453,971 people have been impacted, with 120 fatalities and 868 injuries reported. Libya: Floods – Dec 2024

Affected country: Libya Glide: FL-2024-000223-LBY Recent heavy rainfall in Libya has resulted in widespread flooding across several municipalities, impacting communities, infrastructure, and essential services. The most affected areas include Tarhuna, Bani Waleed, Ghiryan, Qasr Akhyar, Ain Zara, Garabolli and Tajoura. Many roads have been rendered impassable, complicating the delivery of aid. The floods have led to five confirmed casualties – three civilians and two rescue workers from the Emergency and Ambulance Service in Tarhuna – and affected around 667 families in various areas. Angola: Cholera Outbreak – Jan 2025

Affected country: Angola Glide: EP-2025-000013-AGO In Luanda on January 7th out of 25 suspected cases of cholera, 5 deaths were reported. On January 8th, over 30 suspected cases of cholera were recorded in the same area of Luanda province. The rapid escalation of suspected cases indicates potential for a continued worsening outbreak. Other areas of concern noted by Ministry of Health include the northern provinces that border DRC, where outbreaks of cholera have been reported in the past. Combined with heavy rainfall, poor sanitation and limited access to clean water, the risk of floods and water-borne diseases is exacerbated. INAMET – National Institute of Meteorology and Geophysics – predicts above-average rainfall for the current rainy season. Flood risk for Angola is high during this period of time. (IFRC, 10 Jan 2025) By January 11th, 170 suspected cases were recorded with 30 conrmed cases across 3 provinces (Luanda, Bengo, Icolo & Bengo). By January 17th, 422 cases have been reported with 24 deaths leading to a high case fatality rate (5.7%) (IFRC, 21 Jan 2025) Since the beginning of the outbreak, a cumulative total of 1,081 cases have been reported, 748 in the Province of Luanda, 201 in the Province of Icolo and Bengo, 124 in the Province of Bengo, 3 in the Province of Malanje, 3 in the Province of Huambo and 2 in Province of Huíla, aged between 2 and 86 years, of which 527 (49.0%) male and 554 (51.0%) female. There were 45 deaths, of which 32 in the Province of Luanda (Cacuaco: 24, Mulenvos: 3, Sambizanga: 2 and 1 in Belas, Cazenga, Kilamba Kiaxi); 8 in the Province of Bengo (Panguila: 4, Dande: 3 and Barra do Dande: 1) and 5 in the Province of Icolo and Bengo, in the Municipality of Sequele, aged between 2 and 69 years, of whom 31 (69.0%) were male and 14 (31.0%) were female. (UNICEF, 27 Jan 2025) Following a plateau in the last two weeks, cholera cases have dropped for the first time in Angola since the onset of the outbreak. In epidemiological week 8 (17 – 23 February 2025), a total of 807 cases with 33 deaths were reported across the country. Most (96.3%) of the new cases were reported from Luanda (n=437), Bengo (n=256), and Icolo e Bengo (n=84). Cumulatively, 4914 cases with 180 deaths (CFR 3.7%) have been reported from 10 provinces across the country. (WHO, 27 Feb 2025)

Ethiopia: Earthquakes – Jan 2025

Affected country: Ethiopia Glide: EQ-2025-000001-ETH The Fentale volcanic complex in the Main Ethiopian Rift has seen increased seismic activity since October 2024. In late December 2024, earthquake frequency spiked with several magnitude 5 events, accompanied by the opening of steam vents (releasing steam and gases from underground). This surge is believed to be linked to magma movement, though it’s uncertain whether an eruption will occur and from which volcano or vent—in Fentale, Dofen, or a new location. Between 4 and 6 January, over 20 earthquakes have struck the Awash Fentale area, with the strongest, a magnitude 5.8, occurring on January 4 near the Dofen mountains. This tremor caused significant damage to the Kesem Sugar Factory, highlighting the destructive potential of the ongoing seismic activity. Approximately 80,000 people are affected across the two regions—60,000 in Afar and 20,000 in Oromia—and many residents are uncertain about the appropriate actions to take. About 30,000 people have already relocated, and the government is working to evacuate another 50,000 people. There is an urgent need for the provision of food and water trucking to meet the immediate needs of the displaced population. Three relocation sites have been identified in the Awash district: Daido, Asbole Boda, and Medala; four sites in Dulecha district: Garrayto, Hadale Abur, Gudili, and Daido; and eight sites in Oromia: Tututi, Turo, Gidara, Alge, Galcha, Fateledi, Sarawayba and Matahara town. The government is considering reducing the number of sites. No casualties have been reported; however, significant damage has occurred to infrastructure, including homes, health centers, schools and roads. Widening fissures are affecting several roads and there are concerns about the nearby Kesam/Sabure Dam. Although it is designed to withstand earthquakes up to a magnitude of 5.6, it holds a significant volume of water, and any failure could result in catastrophic flooding downstream, potentially affecting hundreds of thousands of people. Scientific assessments are ongoing, but predictions remain uncertain. The cumulative impact of these earthquakes underscores the need for urgent measures to assess and address the vulnerability of local infrastructure. (OCHA, 6 Jan 2025) Seismic activity continues across parts of Afar and Oromia, particularly in Awash and Dulecha districts. Between 8 and 10 January, 18 earthquakes, ranging from 4.4 to 5.3 in magnitude, have been recorded, bringing the total number of tremors to about 50 in the past week. The strongest, a magnitude 5.8, occurring at a depth of 10km, on 4 January, near the Dofen mountains. Its effects were felt as far away as the capital city, Addis Ababa. […] In Afar, local authorities report that 51,456 people have been registered and partially evacuated to two designated sites. In Oromia, authorities note that around 20,325 individuals have moved from the Fentale district to 11 informal IDPs sites, including schools and other facilities. Evacuating pastoralist communities is particularly challenging due to their concerns about abandoning their livestock, which are vital to their livelihoods, as well as the potential disruption of their communal connections. In some cases, heads of households are staying behind to care for their property. Movement continues, and all sites are still receiving IDPs. (OCHA, 10 Jan 2025) The intense seismic activity that has been affecting the southern Afar and northern Oromia regions, near the Fentale and the Dofan volcanoes in the Main Ethiopian Rift, continues. About 50 earthquakes of magnitude 4.2 to 5.8 have been recorded between 4 and 10 January 2025; the most recent one, of 5.2 M, was reported on 11 January at 00:19 UTC (03:19 local time) at a depth of 10 km, approximately 160 km north-eastern of Addis Ababa. According to UN OCHA, as of 11 January, at least two people have been injured by the seismic activity, more than 60,000 people have been evacuated, including 51,456 registered and partially evacuated in Afar and 20,325 in Oromia, and emergency shelters have been set up. Vanuatu: Earthquake – Dec 2024

Affected country: Vanuatu Glide: EQ-2024-000227-VUT A 7.3 magnitude earthquake struck 30 km west of Port Vila, Vanuatu, on 17 December 2024, at 12:47 PM local time. A tsunami warning was issued but has since been lifted. Search and rescue operations are ongoing at the time of reporting. Preliminary reports indicate observed damages to buildings and infrastructure in Port Vila, with six unconfirmed casualties and injuries reported. According to UNOSAT initial exposure analysis, an estimate of 116,000 people could be affected by the worst impacts of the earthquake. Telecommunications remain disrupted and is affecting the timeliness of field reports from remote areas. Access to the airport and water port is severely limited due to road damage. Key immediate needs include healthcare support, shelter, access to clean water, and the restoration of emergency communications.(OCHA, 17 Dec 2024) As of 18th December, NDMO confirmed 14 fatalities either from collapsed buildings or landslides. The numbers may rise as search and rescue operations intensifies and expands. Over 200 are reported injured while many are still missing. According to UNICEF staff on the ground, most injuries are fractures, cuts and traumas related to falling objects and sharp items. According to NDMO, two major water reservoirs in Port Vila are severely damaged. Assessment of water network is ongoing with affected residents already rationing water. (UNICEF, 18 Dec 2024) Approximately 80,000 people have been directly affected by the earthquake, of which 14,104 are children and 769 are persons with disabilities (PWD). The Disaster Evacuation Centre Management Cluster (DEMC) reports that 947 people have been displaced. Infrastructure damage is extensive, with landslides further obstructing road access in Efate and outer islands, including routes to the Seaport. The airport is currently closed to all commercial flights. Physical Access challenges continue to hamper response efforts. (OCHA, 19 Dec 2024) The situation in Vanuatu remains critical following the 7.3 magnitude earthquake that struck on December 17, 2024. VMGD has confirmed that approximately 300 aftershocks, ranging from magnitudes of 2.0 to 5.3, have occurred with shallow depths between December 17 and December 19. The earthquake has resulted in significant devastation, with the death toll rising to 14 (eight males, five females, one unknown) and 265 injuries. (OCHA, 26 Dec 2024) Two major water reservoirs in Port Vila sustained severe damage, and ongoing assessments of the water network have led to water rationing for residents. Port Vila International Airport resumed commercial flights on 22 December, following consultations with airport agencies. However, landslides and damaged roads and bridges have hindered access to the airport and seaport. While the airport is operational, the seaport is still closed. The situation is compounded by the ongoing cyclone season, with three tropical cyclones predicted in the region posing more risks to already vulnerable populations. (UNICEF, 23 Dec 2024) State of Emergency (SOE) concluded on December 24, 2024 with the coordination of operations transitioning to the Recovery Operations Centre (ROC) under the Prime Minister’s Office. The NDMO, National Cluster Partners and Pacific Humanitarian Team (PHT) members are coordinating ongoing distribution of relief items to meet needs identified under the SOE including shelter, WASH, Protection, Health, Food and other essential supplies. Power, Water and phone service has been largely restored though internet services are still under repair. (Gov’t Vanuatu, 3 Jan 2025) The situation in Vanuatu remains critical following the 7.3 magnitude earthquake that struck on December 17, 2024. Ongoing aftershocks pose a high risk of landslides and building collapses. The earthquake has resulted in at least 14 fatalities and more than 265 injuries. 1,092 people remain temporarily displaced, 570 houses have been damaged affecting 2,850 people. Infrastructure damage is extensive, with landslides obstructing road access to Efate and the outer islands, including the main seaport. In the education sector, 110 classrooms across 45 schools have been partially or completely damaged. (OCHA, 7 Jan 2025) Now that the State of Emergency has ended, the government has established a Recovery Operation Centre (ROC). In early January, the Director of the Department of Strategic Policy, Planning, and Aid Coordination (DSPPAC) and the Chairman of the ROC estimated that around CHF 217 million (VUV 29 billion) was needed to fund the recovery. (IFRC, 13 Jan 2025) As of 21 January, VRCS has reached an estimated total of 9,072 people with the support of its partners, including the IFRC. As of 17 January 2025, the Vanuatu Displacement and Evacuation Centre Management (DECM) cluster reported 315 people remained formally displaced. Of these, 39 were staying in two evacuation centres, while the remaining 364 were staying with 25 host households. It is likely that there are others who are displaced and staying with family and friends. On 7 January 2025, the Pacific Humanitarian Team (PHT) reported that 570 houses had been identified as damaged. The PHT also reported that the 13 health facilities in affected areas were functional, although some required minor repairs. The Ministry of Education and Training has assessed over 200 schools and identified that 45 schools were partially or completely damaged as a result of the earthquake. It is estimated it will cost over US$8 million (over CHF 7.2 million) to rebuild damaged schools. (IFRC, 5 Feb 2025) As of 7 February 2025, the Vanuatu Displacement and Evacuation Centre Management (DECM) cluster reported 124 people remained formally displaced. Of these, 21 were staying in one evacuation centres, while the remaining 103 were staying with 14 host households. It is likely that there are others who are displaced and staying with family and friends. It identified water, food, medical supplies, and shelter kits as key needs for those who had been displaced.
